Διὰ τοῦτο καὶ τῆς παρ ὑμῖν κατέγνων νομοθεσίας. Μίαν μὲν γὰρ ἐχρῆν εἶναι καὶ κοινὴν ἁπάντων τὴν πολιτείαν· νυνὶ δὲ ὅσα γένη πόλεων τοσαῦται καὶ τῶν νόμων θέσεις, ὡς εἶναι τὰ παρ ἐνίοις αἰσχρὰ παρά τισι σπουδαῖα. Νομίζουσι γοῦν Ἕλληνες φευκτὸν εἶναι τὸ συγγίνεσθαι μητρί, κάλλιστον δὲ τὸ τοιοῦτόν ἐστιν ἐπιτήδευμα παρὰ τοῖς Περσῶν μάγοις· καὶ παιδεραστία μὲν ὑπὸ βαρβάρων διώκεται, προνομίαις δὲ ὑπὸ Ῥωμαίων ἠξίωται, παίδων ἀγέλας ὥσπερ ἵππων φορβάδων συναγείρειν αὐτῶν πειρωμένων
為這緣故，我也定了你們律法的罪。因為本當有一套眾人共通的制度；如今卻有多少種城邦，便有多少種律法的訂立，以致在某些人看為可恥的，在另一些人看為高尚。希臘人總以為與母親同寢是當避之事，但在波斯的祭司術士當中，這樣的行徑卻被視為至高尚的；孌童之事在化外人那裡是受起訴的，在羅馬人那裡卻被授予特權，他們竟試圖像聚攏放牧的馬群一般，把男童成群地聚集起來。
For this reason too I have condemned the legislation among you. For there ought to have been one common polity for all; but as it is, there are as many enactments of laws as there are kinds of cities, so that things shameful among some are esteemed among others. The Greeks, at any rate, consider intercourse with one's mother to be a thing to be shunned, but among the Persian Magi such a practice is held most noble; and pederasty is prosecuted by the barbarians, but is deemed worthy of privileges by the Romans, who attempt to gather herds of boys like grazing horses.
