Αὐτοκράτορι Τίτῳ Αἰλίῳ Αδριανῷ Ἀντωνίνῳ Εὐσεβεῖ Καίσαρι Σεβαστῷ, καὶ Οὐηρισσίμῳ υἱῷ φιλοσόφῳ , καὶ Λουκίῳ φιλοσόφῳ, Καίσαρος φύσει υἱῷ καὶ Εὐσεβοῦς εἰσποιητῷ, ἐραστῇ παιδείας, ἱερᾷ τε συγκλήτῳ καὶ παντὶ δήμῳ Ῥωμαίων, ὑπὲρ τῶν ἐκ παντὸς γένους ἀνθρώπων ἀδίκως μισουμένων καὶ ἐπηρεαζομένων , Ιουστῖνος Πρίσκου τοῦ Βακχείου, τῶν ἀπὸ Φλαουίας Νέας πόλεως τῆς Συρίας Παλαιστίνης , εἷς αὐτῶν ὢν , τὴν προσφώνησιν καὶ ἔντευξιν ποιήσομαι. ἐντευχθεὶς δὲ καὶ ὑφ ἑτέρων ὁ αὐτὸς βασιλεὺς ἐπὶ τῆς Ἀσίας ἀδελφῶν, παντοίαις ὕβρεσι πρὸς τῶν ἐπιχωρίων δήμων καταπονουμένων, τοιαύτης ἠξίωσε τὸ κοινὸν τῆς Ἀσίας διατάξεως ·
「上呈皇帝提圖‧埃利烏‧哈德良‧安東尼‧庇護‧凱撒‧奧古斯都，並其子那哲學家維利西摩，並哲學家路修——凱撒親生而為庇護所收養之子、學問的愛好者，並神聖的元老院與羅馬全體人民：為著各族中那些無辜被恨惡、被欺凌的人，我遊斯丁——普利斯庫之子、巴克烏之孫，屬敘利亞巴勒斯坦弗拉維亞‧尼亞坡裏之人，本身也是他們中的一員——謹作此陳情與懇請。」這位皇帝既也受到其他人——就是亞細亞那些被當地民眾以各樣凌辱所苦待的弟兄——的陳情，便認亞細亞的眾民配得以下的諭令：
「To the Emperor Titus Aelius Hadrianus Antoninus Pius Caesar Augustus, and to Verissimus his son, the philosopher, and to Lucius the philosopher, the natural son of Caesar and adopted son of Pius, a lover of learning, and to the sacred Senate and the whole people of the Romans, on behalf of men of every race who are unjustly hated and abused, I, Justin, son of Priscus, son of Bacchius, of those from Flavia Neapolis of Syria Palaestina, being myself one of them, make this address and petition.」 And the same emperor, having been petitioned by others also—namely the brethren in Asia who were being oppressed with all manner of outrages by the local populaces—deemed the commonalty of Asia worthy of the following ordinance:
