28:1
Post quem Julianus, praesumtum prius, deinde ut legitimum, solus obtinuit principatum. Is primo velut arguens perperam gesta Constantii, Episcopos jubet de exiliis relaxari. Post vero adversum nostros tota nocendi arte consurgit. Interim qui superfuerant Episcopi, de exiliis relaxantur. Nam Liberius urbis Romae Episcopus, Constantio vivente, regressus est. Sed hoc utrum quod adquieverit voluntati suae ad subscribendum, an ad populi Romani gratiam, a quo proficiscens fuerat exoratus , indulserit, pro certo compertum non habeo.
君士坦提烏斯之後,猶利安先是僭奪、後以合法君主的身分,獨攬大權。他起初彷彿譴責君士坦提烏斯的惡行,下令把眾主教從流放中釋放。但後來他卻以一切加害的手段起來敵對我們的人。在此期間,倖存的眾主教得以從流放中獲釋。因為羅馬城的主教利伯流,在君士坦提烏斯尚在世時便已歸回。但這究竟是因他屈從己意而簽署,還是為了羅馬百姓的緣故而准許——他離去時曾受百姓懇求——我並無確切的證據可斷定。
After him Julian, having first usurped and then as legitimate ruler, held the principate alone. He at first, as though censuring the wrong deeds of Constantius, ordered that the bishops be released from exile. But afterward he rose up against our men with every art of harming. In the meantime, the bishops who had survived were released from exile. For Liberius, bishop of the city of Rome, returned while Constantius was still living. But whether this was because he yielded to his own will in subscribing, or because he granted it for the favor of the Roman people, by whom, when departing, he had been entreated, I do not hold for certain.

Lucifer autem cum exoraretur ab Eusebio, quia uterque in partibus vicinis Aegypto fuerat relegatus, ut ad videndum Athanasium Alexandriam pergerent, communique tractatu cum his qui superfuerant sacerdotibus, de statu Ecclesiae decernerent, praesentiam sui abnegans, legatum pro se diaconum suum mittit, atque ipse intento animo Antiochiam pergit: ibique dissidentibus adhuc partibus, sed in unum tamen revocari posse sperantibus, si sibi talis eligeretur Episcopus, erga quem non una plebs, sed utraque gauderet, praeproperus catholicum quidem et sanctum virum, ac per omnia dignum sacerdotio Paulinum Episcopum collocavit, sed tamen in quem adquiescere plebs utraque non posset.

But Lucifer, when he was entreated by Eusebius—since both had been banished to regions near Egypt—to go to Alexandria to see Athanasius, and by common deliberation with the priests who had survived to decide concerning the state of the Church, refusing his own presence, sent his own deacon as legate in his stead, and he himself went with intent purpose to Antioch. There, the parties still being at variance, yet hoping that they could be recalled into one, if such a bishop were chosen for them in whom not one people but both might rejoice, he, in over-great haste, installed Paulinus, a man indeed catholic and holy, and in all respects worthy of the priesthood, as bishop—yet one in whom both peoples could not acquiesce.
