Sed Julianus postquam ad Orientem Persas bello pulsaturus advenit, et publica (quam prius occultaverat) erga idolorum cultum ferri coepit insania, callidior caeteris persecutor, non vi, neque tormentis, sed praemiis, honoribus, blanditiis, persuasionibus, majorem pene populi partem, quam si atrociter pulsasset, elisit. Studia auctorum Gentilium Christianos adire prohibens, ludos litterarum illis solis, qui deos deasque venerarentur, patere decernit. Militiae cingulum non dari, nisi immolantibus jubet. Procurationem provinciarum, jurisque dicendi Christianis statuit non debere committi, utpote quibus etiam lex propria gladio uti vetuisset.

But Julian, after he had come to the East to crush the Persians in war, and the madness which he had previously concealed toward the cult of idols began to be borne openly, a persecutor craftier than the rest, by no means undid the greater part of the people by rewards, honors, blandishments, and persuasions, more than if he had assailed them savagely. Forbidding Christians to approach the studies of the Gentile authors, he decreed that the schools of letters should lie open to those alone who venerated the gods and goddesses. He ordered that the belt of military service be given to none but those who sacrificed. He determined that the administration of provinces and of jurisdiction ought not to be entrusted to Christians, inasmuch as their own law had forbidden them to use the sword.

Et proficiebat quotidie in hujuscemodi legibus exquirendis, quibus et si quid versutum vel callidum, tamen quod minus videretur crudele, decerneret.
他在制定這類律法上天天有所進展,藉這些律法,縱然其中含有狡猾奸詐之處,他卻得以裁定那看似較不殘忍的事。
And he made progress daily in devising laws of this kind, by which, even if there was something cunning or crafty in them, yet he might decree what would seem less cruel.
