Manichaei undique expelluntor, ei capite puniuntor. Reliqui autem hæretici (hæreticus est omnis non orthodoxus) et Græci [seu pagani et Judæi, et Samaritæ prohibentur magistratum gerere, et dignitatem habere, aut jus dicere, aut defensores, aut patres ei. vitatum fieri (ne habeant licenliam vexare, aut judicare Christianos, aut episcopos). Item militare quoque prohibentur, praeterquam si ex genere cohortalinorum sunt; hi enim manent, onera quidem sustinentos, non offendentes autem, neque in orthodoxos quid exsequentes in publicis vel privatis causis.
Let the Manichaeans be expelled from everywhere and be punished with death. But the remaining heretics (a heretic is everyone who is not orthodox) and the Greeks [that is, pagans] and Jews and Samaritans are forbidden to hold any magistracy, or to possess any dignity, or to administer justice, or to become defenders or fathers of the cities (lest they have license to harass, or to judge, Christians or bishops). Likewise they are also forbidden to serve in the army, except if they are of the rank of the cohortales; for these remain, bearing indeed the burdens, but not giving offense, nor carrying out anything against the orthodox in public or private cases.
願摩尼教徒從各處被驅逐並處以死刑。但其餘的異端（凡不正統者即為異端）以及希臘人〔即異教徒〕、猶太人和撒瑪利亞人，都被禁止擔任任何官職、或擁有任何尊位、或執掌司法、或作各城的護衛者或父老（免得他們有權騷擾或審判基督徒或主教）。照樣他們也被禁止從軍，除非他們屬於衛隊（cohortales）的階級；因為這等人可以留任，固然要承擔職責，卻不可冒犯，也不可在公私案件中對正統信徒行任何事。

Qui autem tentaverit quid horum facere, præterquam quod factum pro infecto erit, dabit etiam xx libras, et qui publicis ipsos descriptionibus inserere eonati fuerint, etiam xx, et Praesides I., et omne. hæ privatis rebus inferuntur. Excipiuntur Gothi, qui fiunt foederati, et aliter, prout visum imperatori fuerit, honorantur.
But whoever shall attempt to do any of these things, besides that what was done shall be held as undone, shall also pay twenty pounds; and those who have endeavored to enroll them in the public registers shall likewise pay twenty; and the governors one pound; and all these penalties are levied upon private estates. Excepted are the Goths, who become federates, and who are honored otherwise, according as it shall have seemed good to the emperor.
但凡有人企圖行這些事中的任何一件，除了所行的要被視為無效之外，還要繳付二十磅；而那些設法將他們列入公共名冊的人，照樣要繳二十磅；總督則一磅；這一切刑罰都從私人財產徵收。所豁免的是哥德人，他們成為盟友（foederati），並照皇帝所認為合宜的另行受尊崇。
