61:1
Imperator Justinianus Augustus Constantinopolitanis. Omnibus jam hominibus qui recte sapiunt, mani festum esse putamus, in nullam nos rem æque omnia conferre studia, aut perinde aliquid in votis habere, PATROL. LXXII quam ut qui fidei nostræ a domino Deo concrediti sunt, honeste vivant, et ejus benevolentiam demereantur, praesertim cum Dei erga homines amor non interitum, sed conversionem ac salutem velit; et eos qui alicubi offenderunt, Deus simul atque eriguntur et in viam redeunt, suscipiat. Qua etiam de re omnes cohortamur, ut Dei timorem in animo concipiant eJus implorent benignitatem. Et scimus quod qui Deum diligunt, quique ejus præstolantur misericordiam, hoc agant.
The Emperor Justinian Augustus to the inhabitants of Constantinople. We think it manifest to all men who now rightly understand that we devote our every endeavour to nothing so much, nor have anything else so much in our prayers, as that those who have been entrusted to our faith by the Lord God may live honourably and earn His benevolence; especially since God's love toward men wills not destruction but conversion and salvation, and God receives those who have offended anywhere as soon as they are raised up and return to the way. For which reason also we exhort all to conceive in their soul the fear of God and to implore His kindness. And we know that those who love God, and who await His mercy, do this.

61:2
Quia vero diabolica quidam instigatione detenti, gravioribus seipsos luxuriis commiserunt, et ipsi naturae contraria faciunt, adbortamnr et hosce, ut Dei timorem et futurum judicium in animo concipiam, et istiusmodi diabolicis et illicitis tuxuriis abstineant, ne per tam impia facinora a iusta Dei ira vel urbes cum suis incolis pessum ire inveniantur. Per sanctas enim Scripturas edocemur, quod ob tam impia facinora etiam urbes una cum hominibus perierint.
But because certain men, held fast by diabolical instigation, have given themselves over to graver debaucheries and do things contrary to nature itself, we exhort these also to conceive in their soul the fear of God and the judgment to come, and to abstain from such diabolical and unlawful debaucheries, lest through such impious crimes cities together with their inhabitants be found to go to ruin by the just wrath of God. For through the holy Scriptures we are taught that, on account of such impious crimes, cities together with their men have perished.
但因有些人受魔鬼煽動所挾制,將自己交付於更重的淫亂,行那違反本性之事,我們也勸勉這些人,要在心中存敬畏上帝的心並念及將來的審判,戒絕這等魔鬼的、非法的淫亂,免得因如此不敬虔的罪行,連城市並其居民都因上帝公義的忿怒而遭毀滅。因為我們從聖經受教得知:曾有城市因如此不敬虔的罪行,連同其中的人一同滅亡。
61:3
Insuper quia ultra prædictos quidam exsecrabilia etiam verba et juramenta de Deo proferunt, Deum provocantes ad iracundiam, consimiliter et hos admonemus, ut tam exsecrabilibus verbis, et item per capillum, et caput adjurationibus et id genus aliis verbis abstineam. Nam si convicia hominibus ingesta saltem inulta non relinquuntur, multo magis qui divinum numen conviciis incessit dignus est qui supplicium sustineat. Propterea igitur omnes hujusmodi cohortamur, ut præfatis delictis abstineant, et Dei timorem in animum sumant, et eos qui honeste vitam transigunt, imitentur. Propter hujusmodi enim delicta et fames, et terraemotus, et pestilentiae oboriuntur.
Moreover, because beyond the aforesaid persons certain men utter even execrable words and oaths concerning God, provoking God to anger, we likewise admonish these too to abstain from such execrable words, and from adjurations by the hair and the head, and from other words of this kind. For if insults heaped upon men are not left at least unavenged, much more is he who assails the divine majesty with insults deserving to suffer punishment. Therefore we exhort all such men to abstain from the aforesaid offences, and to take into their soul the fear of God, and to imitate those who pass their life honourably. For on account of offences of this kind there arise famines, earthquakes, and pestilences.
再者,除上述之人外,還有些人甚至口出對上帝褻瀆的言語與誓言,惹上帝發怒;我們同樣告誡這些人,要戒絕這等褻瀆的言語,以及指著頭髮、指著頭所發的咒誓,並戒絕此類其他言語。因為若加於人身上的辱罵尚且不致不受懲罰,何況以辱罵冒犯神聖威嚴的人,豈不更該受刑罰?所以我們勸勉一切這樣的人戒絕上述罪過,在心中存敬畏上帝的心,效法那些正直度日的人。因為正是為著這類罪過,才生出饑荒、地震與瘟疫。
61:4
Atque hoc genus hominum propterea, ut memoratis illicitis actionibus abstineant, admonemus, ne suas ipsorum animas conjiciant in interitum. Nam si post hanc nostram admonitionem iisdem inhaerere delictis aliquid deprehendantur, principio quidem indigno3 se praebebunt Dei erga homines amore, deinde legitimas etiam sustinebunt pcenas. Dedimus etenim gloriosissimo regiæ urbis praefecto negotium, ut eos qui post hanc nostram admonitionem praedictis illicitis et impiis actionibus inhaerere non dubitaverint, et comprehendat, et ulti. mo submittat supplicio:
And we admonish this kind of men for this reason, that they abstain from the aforementioned unlawful acts, lest they cast their own souls into destruction. For if after this admonition of ours they are found to cling at all to the same offences, they will first show themselves unworthy of God's love toward men, and then they will also undergo the lawful penalties. For we have given the task to the most glorious prefect of the royal city, that he both arrest and subject to the ultimate punishment those who, after this admonition of ours, do not hesitate to cling to the aforesaid unlawful and impious acts:
我們以此緣故告誡這類人,要他們戒絕前述非法之事,免得把自己的靈魂投入毀滅。因為他們若在我們這番告誡之後仍被察覺絲毫黏附於同樣的罪過,他們就首先顯為不配蒙上帝對人的愛,其次也要承受合法的刑罰。因為我們已交付帝都至榮耀的長官這項職責,要他將那些在我們這番告誡之後仍不憚於黏附上述非法、不敬虔之事的人逮捕,並處以極刑。
61:5
ne quando ex talium peccatorum contemptu, per tam impia facinora, inveniatur tam ipsa hæc civitas, quam tota civilitas et respublica sustinere injuriam. Si quidem et si post hanc no. stram cohortationem aliqui tales invenientes, eos occultaverint, consimiliter et ipsi a Domino Deo condemnabuntur. Sed et ipse gloriosissimus praefectus, si quos tale aliquid delinquere deprehenderit, neque illis secundum leges nostras vindictam induxerit, principio quidem Dei judicio obnoxius erit, deinde vero etiam a nobis indignationem exeipiet.
lest at any time, through contempt of such sins, by means of such impious crimes, both this very city itself and the whole body of citizens and the commonwealth be found to suffer injury. For if, even after this exhortation of ours, any persons finding such men conceal them, they likewise will themselves be condemned by the Lord God. But the most glorious prefect himself also, if he detects any committing some such offence, and does not bring upon them the punishment according to our laws, will first be liable to the judgment of God, and then will also incur indignation from us.
免得因藐視這等罪惡,藉如此不敬虔的罪行,使這城本身、全體市民並全國都遭受損害。因為即便在我們這番勸勉之後,若有人發現了這樣的人卻加以隱藏,他們自己也同樣要被主上帝定罪。而那至榮耀的長官本人,若察覺有人犯了這等罪過,卻不照我們的法律對他們施行懲罰,他首先要在上帝的審判之下擔罪,其次也要招致我們的不悅。
