113:1
Ex litteris tuæ mansuetudinis nostra cognovit aeternitas quid reverendissimus patriarcha Leo a tua aeternitate poposcerit. His itaque litteris indicamus quoniam de his quæ dicta sunt a reverendissimo episcopo plenius atque apertius saepius scriptum est:ex quibus sine dubitatione manifestum est nihil nos praeter paternam fidem,aut dogmata divina,vel definitiones reverendissimorirm, qui tam sub divae memoriæ Constantino in Nicæ civitate, quam dudum nostro præcepto in Epheso congregati sunt,definisse, aut decrevisse, aut intellexisse;
我們的至尊已從陛下的來信得知那至可敬的宗主教利奧向陛下所請求之事。因此藉這書信,我們示知:關於那至可敬的主教所陳之事,已屢次更詳盡更公開地寫明:由此無疑顯明,我們所定、所議、所解,無非是祖傳的信仰、神聖的教義、以及諸至可敬教父的定議——這些教父曾在神聖記念的君士坦丁治下聚於尼西亞城,又近日奉我們的命令聚於以弗所;
From the letters of your Gentleness our Eternity has learned what the most reverend patriarch Leo has requested of your Eternity. By these letters therefore we make known that concerning those things which were spoken by the most reverend bishop it has been written more fully and more openly on many occasions: from which it is manifest without doubt that we have determined, or decreed, or understood nothing beyond the ancestral faith, or the divine dogmas, or the definitions of the most reverend Fathers, who were assembled both under Constantine of divine memory in the city of Nicaea, and lately by our command at Ephesus;
113:2
sed hoc solum in Epheso consitui jussimus,ut omnes qui nocibili lesione Ecclesias sanctas turbaverunt,digne removerentur.Haec sunt quae non ad refragationem, sed ad concordiam et purum vinculum adorandae religionis a reverendissimis Patribus sunt decreta.Flavianus autem, princeps contentionis hujus, sacra sententia ab ecclesiasticis rebus expulsusest.Haecigitur sciens tua mansuetudo,domina sacratissima mater et venerabilis Augusta, nihil nos aliquando contrarium < a tradita fide sentire, sicut a quibusdam dicitur suspicemini aut cogitetis.

but this alone we ordered to be established at Ephesus, that all who with harmful injury disturbed the holy Churches should be worthily removed. These are the things which were decreed by the most reverend Fathers, not for opposition, but for concord and for the pure bond of the adorable religion. But Flavian, the author of this contention, was by sacred sentence expelled from ecclesiastical affairs. Knowing these things, therefore, may your Gentleness, most sacred lady, mother and venerable Augusta, never suspect or imagine, as is said by certain persons, that we hold anything contrary to the faith that has been handed down.
113:3
Semper equidem tui desiderii litteris delectamur, et has tota animæ suavitate complectimur, -et omnibus tuis petitionibus consuevimus gratanter annuere, domina, sacratissima filia, venerabilis Augusta;sed de praesenti causa,hoc est de Flaviano - qui Tuit episcopus, quæ in hac causa subsecuta sint, reverendissimo archiepiscopo Leoni perlecle nostra mansuetudo significavit. Tuæ vero dulcedini hoc solum approbavimus intimandum, quia memoratus 'Flavianus sacro judicio ab humanis rebus aMafus est, quatenus totius dubietatis contentio a sacris removeretur Ecclesiis; et nihil ulterius post haec definire possibile est, cum jam ista semel decisa sint. We are indeed always delighted with the letters of your desire, and we embrace them with all the sweetness of soul, and we have been accustomed gladly to grant all your petitions, most sacred daughter, venerable Augusta; but concerning the present cause, that is, concerning Flavian — who was a bishop — what has followed in this matter our Gentleness has signified in full to the most reverend archbishop Leo. But to your Sweetness we have approved that this alone be intimated: that the aforesaid Flavian has been by sacred judgment removed from human affairs, so that the contention of all doubt might be taken away from the sacred Churches; and after this nothing further can be defined, since these things have now once for all been decided.
113:4
I.— Memores quantum honoris et reverentiæ, befttissima sedi apostolicae, cui vos Dominus noster Jesus Christus pro meritis sanctitatis voluit præsidere, semper debitum fuerit, semperque debeatur, ordinationem qua sanctus frater et coepiscopus noster Ravennius in civitate Arelate ost transitum beatae recordationis Hilarii episcopi, concordantibus omnium votis, ad summum pontificium, Demino favente, provectus est, missis continuo.
我們既銘記那至有福的使徒座——我們的主耶穌基督因你們聖德的功勞立你們在其上主理——素來當得、且將永遠當得何等的尊榮與敬重,便立即差遣書信,將此事示知你們的使徒職權:我們聖潔的弟兄、同作主教的拉文尼烏斯,在亞爾城,於有福記念的主教希拉里去世之後,蒙神的恩眷、藉眾人一致的推選,被擢升至至高的主教之位。
Mindful how much honour and reverence has always been due, and shall always be due, to the most blessed Apostolic See, over which our Lord Jesus Christ willed you to preside for the merits of your sanctity, we took care straightway to indicate to your Apostolate, by letters sent forthwith, the ordination by which our holy brother and fellow-bishop Ravennius, in the city of Arles, after the passing of Hilary, bishop of blessed memory, was, by the agreeing votes of all and with God's favour, advanced to the supreme pontificate.

litteris apostolatui vestro indicarecuravimus.Quibus a beatitudine vestra tanto dignatione etcharitate fuissee responsum, immensas gratias agimus, etsi tantas, quantas debemus,referre non possumus.Notum 804 licet nobis ante jam fuerit praedictum sanctum fratrem et coepiscopum nostrum maxime coronæ vestræ gratiam morum suorum mansuetudine et sanctitate meruisse, perceptis nunc tamen beatitudinis vestrae litteris, quanta eum charitate complectamini evidenter agnovimus.Unde præmissis officiis quæ apostolatui vestro jure debentur suggestionem nostram, quae justitiae partibus fungitur, audiendam a corona vestra minime dubitamus:

To which letters that so great a dignation and charity has been answered by your Blessedness, we render boundless thanks, even if we cannot return such as we owe. Although it was already known to us beforehand that our aforesaid holy brother and fellow-bishop had, above all, merited the favour of your crown by the gentleness and sanctity of his character, yet now, having received the letters of your Blessedness, we have plainly recognized with how great a charity you embrace him. Wherefore, having first rendered the offices which are by right due to your Apostolate, we in no way doubt that our suggestion, which performs the parts of justice, will be heard by your crown:
113:6
quippe cum non aliqua nova institui,sed priscapcr vos optamus et antiqua reparari. Nec enim justum est ut honorem ejus quem,ut probavimus,impense diligitis, illa res miguat, qua pietatem vestram alter offendit. Et sane manifestum est Ecclesiæ Arelatensi divinae gratiae favorem adesse, cui talem habere contigit sacerdotem per quem privilegiadignitatis antiquae,quae dolebat sibi pro tempore diminuta,gauderet in perpetuum reeentioribusapostolicoe sedis auctoritatibus reformata.
因我們並非願設立什麼新事,乃願藉你們修復那古舊之制。因為誠不公義:那我們已表明你極其愛慕之人的尊榮,竟因那使陛下虔誠受冒犯之事而遭減損。並且顯然,神聖恩典的眷顧臨到亞爾教會,因她得著這樣一位主教,藉他使她古老尊位的特權——她曾為之一時被減損而悲傷——得以喜樂,並藉使徒座近日的權柄永遠得著修復。
seeing that we desire not that anything new be established, but that the ancient things be restored by you. For it is not just that the honour of him whom, as we have shown, you love intensely should be diminished by that very thing by which another has offended your piety. And it is indeed manifest that the favour of divine grace is present to the Church of Arles, which has obtained such a priest, through whom the privileges of its ancient dignity, which it grieved to have been for a time diminished, may rejoice to be restored for ever by the more recent authorities of the Apostolic See.
113:7
CAP.II.— Omnibus etenim regionibus Gallicanis notum est,sed nec sacrosanctae EcclesiaeRomane habetur incognitum, quod prima intra Gallias Arelatensis civitas missum a bcatissimo Petro apostolo sanctum Trophimum habere meruit sacerdotem,et exindealiispaulatim regionibus Galliarum bonum flde et religionis infusum;

For it is known to all the regions of Gaul, nor is it unknown to the most sacred Roman Church, that the city of Arles, first within Gaul, deserved to have as its priest holy Trophimus, sent by the most blessed Apostle Peter, and that thence, little by little, the good of faith and religion was poured into the other regions of Gaul;
113:8
priusquc alia lora ab hoc rivo fidei quem ad nos apostolicæ institutionis fluenta miserunt, meruisse manifestum est sacerdotem, quam Viennensis civitas,quae sibi nunc impudenter acnotabiliterprimatus exposcitindebitos.Jure enim ac merito ea urbs semper apicem sanctaedignitalisobtinuit, quae in sancto Trophimo primitias 995 nostræ religionis prima suscepit, ac postea intra Gallias boc quod divino munere fuerat consecuta, studio doctrinae salutaris effudit.Cujus honoris obtentu Ecclesiam Arelatensem omnes decessores prædecessoresque nostri velut matrem debito semper honore coluerunt,tenentesque traditionem totam ab hac sibi civitates nostræ sede episcopos poslularunt.

and it is manifest that other places, from this stream of faith which the currents of apostolic institution sent to us, deserved to have a priest earlier than the city of Vienne, which now shamelessly and notoriously demands for itself undue primacies. For rightly and deservedly has that city always held the summit of holy dignity, which in holy Trophimus first received the first-fruits of our religion, and afterwards, by zeal of saving doctrine, poured forth within Gaul that which it had obtained by divine gift. In consideration of which honour, all our successors and predecessors have always cherished the Church of Arles as a mother with due honour, and, holding the whole tradition, our cities have requested bishops for themselves from this See.
113:9
Ab hujus Ecclesiæ sacerdote tam decessores nostros quam nos ipsos constat in summum sacerdotium,donante Domino,consecratos.Quam quidem antiquitatem sequentes praedecessores beatitudinis vestrae, hoc quod erga privilegia Arelatensis Ecclesiae institutio vetusta tradiderat promulgatis (sicut et scrinia apostolicae sedis procul dubio continent) auctoritatibus confirmarunt:
確有其事:無論我們的前任或我們自己,都蒙主的恩賜,由這教會的主教被祝聖至至高的主教之職。陛下的諸前任遵循這古制,藉所頒佈的權柄(正如使徒座的檔案無疑也載明的)確認了古老設立所傳下的、關乎亞爾教會特權之事:
It is established that both our predecessors and we ourselves were, by the Lord's gift, consecrated to the supreme priesthood by the priest of this Church. And following this antiquity indeed, the predecessors of your Blessedness confirmed, by promulgated authorities (as the archives of the Apostolic See without doubt also contain), that which ancient institution had handed down concerning the privileges of the Church of Arles:
113:10

CAP.III.—Cæterum multa Bunt quibus secundum instituta principum cunctis intra regiones nostrae civitatibus præferatur.Hæc in tantum a gloriosissimæ memoriae Constantino peculiariter honorata est, ut ab ejusvocabulopraeterproprium nomen,quo Arelas 898 vocitatur, Constantina nomen acceperit.

believing it to be full of reason and justice, that just as, through the most blessed Peter, prince of the Apostles, the most sacred Roman Church holds the primacy over all the Churches of the whole world, so also within Gaul the Church of Arles, which deserved to have holy Trophimus, sent by the Apostles, as its priest, should claim the pontifical right of ordaining. By these privileges the aforesaid Church makes use according to religion. For the rest, there are many things by which, according to the institutions of the princes, it is preferred to all the cities within our regions. This city was so specially honoured by Constantine of most glorious memory, that from his name — besides the proper name by which it is called Arles — it received the name Constantina.
113:11
Hanc clementissimae recordationis Valentinianus et Honorius fidelissimi principes specialibus privilegiis, et, ut verboipsorum utamur. Matrem omnium Galliarum appellando decorarunt.In hac urbe quicumque intra Gallias ex tempore praedictorum ostentare voluit insignia dignitatis, consulatum suscepit et dedit. Hanc sublimissima praefectura, hac relique potestates,velut communem omnibus patriam, semper inhabitant.
至仁慈記念的瓦倫提尼安與何諾里烏斯,這兩位至忠信的君王,以特別的特權裝飾這城,並——用他們自己的話——稱她為「全高盧之母」。在這城中,凡在高盧境內、自上述君王之時,願顯揚尊位徽章的人,都在此領受並授予執政官之職。那至崇高的總督府,以及其餘的權柄,都常以這城為眾人共同的祖國而居住其中。
This city the most clement of memory Valentinian and Honorius, most faithful princes, adorned with special privileges, and — to use their own word — by naming it the Mother of all the Gauls. In this city, whoever within Gaul, from the time of the aforesaid princes, wished to display the insignia of dignity, received and gave the consulship. This the most sublime prefecture, and the remaining powers, always inhabit as a fatherland common to all.
113:12
Ad hanc ex omnibus oivitatibus multarum utilitatum causa concurritur;et plane ita sibi erga privilegia memoratæ vel Ecclesie vel eivitatis, divina,ut credimus, dispensatione, omnia consenscrunt,ut semper sicut Ecclesia Arelatensis intra Gallias primalum in sacerdotio antiquitatia merito, ita etiam civitas ipsa principatum in saeculo opporlunitatis gratia possederit.
為著許多利益的緣故,眾城的人都匯聚到這城;顯然,如我們所信,藉神聖的安排,關乎上述教會與城的特權,萬事都如此協調一致,以致正如亞爾教會憑古制之功一向在高盧境內持有聖職的首位,這城本身也憑其地利之恩,在世上持有首要之位。
To this city there is a concourse from all the cities for the sake of many advantages; and plainly, by divine dispensation, as we believe, all things have so agreed together concerning the privileges of the aforesaid Church and city, that always, just as the Church of Arles has possessed within Gaul the primacy in the priesthood by the merit of antiquity, so also the city itself has possessed the principate in the world by the grace of its opportune situation.
113:13
Unde factum est ut noa solum provinciae Viennensis ordinationem,8edetiam trium provinciarum, contemplatione sancti Trophimi, sicut et sanctorum prædecessorum veotrorum patefacta sibi testatur auctoritas, Arelatensis Ecclesiae sacerdos ad sollicitudinem semper suam curamque revocarit.Cui id etiam honoris dignitatis que collatum est,ut non tantum has provincias potestate propria gubernaret, verum etiam omnes Gallias 8ibi apostolicae sedis vice mandata,sub omni ecclesiastica regula contineret. CAp. IV.

Whence it has come to pass that not only the ordination of the province of Vienne, but also of three provinces, in consideration of holy Trophimus, as the disclosed authority of your holy predecessors also attests, the priest of the Church of Arles has always recalled to his own solicitude and care. To whom this too of honour and dignity was conferred, that he should not only govern these provinces by his own power, but should also, the office of the Apostolic See being committed to him, hold all the Gauls under the whole ecclesiastical rule.
113:14
His itaque omnibus intimatis, et in notitiam 887 beatitudinis vestrae fideli assertione perlatis, quæsumus et obsecramus coronam sanctimoniae vestrae per nomen Domini nostri Jesu Christi, qui in vobis justitiam,patientiam,tranquillitatem et bona totius sanctitatis ac perfectionis elegit, et per beatissimum apostolum Petrum, quem vita et conversatione vestra nobis divino munere redditum credimus,ut quidquid Arelatensis Ecclesia,sicut supenus indicavimus vel ab antiquitate suscepit, vel postea auctoritate sedis apostolicae vindicavit,id omnead suum pontificium revocare ejusdem Ecclesiæ sacerdotem beatitudinis vestræ auctoritas in perpetuummansurapraecipiat.Ipsi autemvel officiorum causa, vel hujus legationis - obtentu, sanctimoniae vestræ nos praesentasaemus aspectibus,nisi alios infirmitas, alios anni praesentis penuria ab hac votorum nostrorum cupiditate revocasset.

All these things therefore being made known, and brought to the knowledge of your Blessedness by faithful assertion, we ask and beseech the crown of your sanctity, by the name of our Lord Jesus Christ, who chose in you justice, patience, tranquillity, and the goods of all sanctity and perfection, and by the most blessed Apostle Peter, whom we believe to have been restored to us by divine gift in your life and conversation, that whatsoever the Church of Arles, as we have indicated above, either received from antiquity, or afterwards claimed by the authority of the Apostolic See, all this the authority of your Blessedness, destined to endure for ever, may command the priest of that same Church to recall to his own pontificate. And we ourselves, whether for the cause of our offices, or on occasion of this legation, would have presented ourselves to the sight of your sanctity, had not infirmity called some, and the scarcity of the present year called others, back from this longing of our desires.
113:15
Sed confidimus in Domino Jesu Christo, qui precibus et desideriis nostris effectum promptissimae pietatis vestre præstitit,quod qui nunc legationis officio fraudamur, gratiarum postea referendarum per nosmetipsos actione fungemur. CAP. I. — Lectio dilectionis vestrae litteris, quas ad nos filii nostri Petronius presbyter et Regulus diaconus detulerunt, quam benevolum fratri et coepiscopo nostro Ravennio impendatis affectum evidenter agnovimus:

But we trust in the Lord Jesus Christ, who has granted to our prayers and desires the effect of your most ready piety, that we who are now defrauded of the office of legation shall afterwards perform the act of thanks to be rendered through our own selves. The reading of the letters of your Charity, which our sons Petronius the presbyter and Regulus the deacon brought to us, we have plainly recognized how benevolent an affection you bestow upon our brother and fellow-bishop Ravennius:
113:16
siquidem postulatis ut ei quod decessor ipsius merito nimiaepraesumptionis amiserat, reformetur.Sed petitionem fraternitatis vestre Viennensis episcopus, missis litteris et legatis.sua suggestione praevenerat, conquerens Arelatensem episcopum ordinationem sibi Vasensis antistitis usurpasse. Cum itaque nobis ita et paternarum reverentia sanctionum, et omnium vestrum servanda sit gratia, ut in Ecclesiarum privilegiis nibil convelli, nihil patiamur excidi, consequens fuit ut ad conservandam intra Viennensem provinciamfM pacem,adhiberetur justitiae moderatio,quæ nec antiquitatis usum,nec desideria vestra negligeret.
因你請求:那他的前任因過度僭越之故而喪失的,得以歸還於他。但維埃納的主教已藉差遣書信與使者,以其陳情搶先於你們弟兄之情的請願,控訴亞爾的主教僭取了瓦松主教的按立權。故此,既然我們既當遵守祖傳規章的敬重,又當顧全你們眾人的恩情,以致在眾教會的特權上,我們不容有絲毫被奪、絲毫被削,那麼為著保全維埃納省境內的平安,理當施行公義的節制,使之既不忽略古制的慣例,也不忽略你們的心願。
since you request that what his predecessor had, by the merit of excessive presumption, lost, may be restored to him. But the bishop of Vienne, by sending letters and legates, had by his representation forestalled the petition of your Fraternity, complaining that the bishop of Arles had usurped for himself the ordination of the bishop of Vaison. Since therefore both the reverence of the ancestral sanctions and the favour of you all is so to be observed by us, that in the privileges of the Churches we suffer nothing to be torn away, nothing to be cut off, it was consequent that, for the preserving of peace within the province of Vienne, a moderation of justice should be applied, which should neglect neither the usage of antiquity nor your desires.
