74:1
Imperator Justinianus Augustus Areobindo gloriosissimo prætoriorum præfecto. Æquum sane erat ut Hebræi, cmn sacris libris aures præbent, non leviter et rebus solunimodo gestis delectarentur, sed reconditos in ipsis sensus spectarent, per quos magnum illi Deum et Servatorem humani generis Jesum Christum annuntiant. Verum enimvero quamvis dum commentis inter ipsos interpretationibus se commitlunt, in hunc usque diem a recta sententia aberrarunt; quia tamen didicimus habere ipsos inter se controversiam, non sustinuimus eum tumultum relinquere ipsis incompositum.

The Emperor Justinian Augustus to Areobindus, the most glorious praetorian prefect. It was indeed fitting that the Hebrews, when they lend their ears to the sacred books, should not lightly and be delighted only with the deeds recounted, but should look upon the hidden senses within them, through which they announce that great God and Savior of the human race, Jesus Christ. But in very truth, although, while they commit themselves to the interpretations devised among themselves, they have to this very day strayed from right understanding; yet because we have learned that they have a controversy among themselves, we have not endured to leave that tumult among them uncomposed.
74:2
Siquidem per interpellationes quæ ad nos referuntur didicimus quod ex ipsis quidam sola lingua tenentur Hebraica, eaque utendum esse in sacrorum librorum lectione volunt, quidam etiam Graecam assumendam contendunt, et longo jam tempore ea de re seditiones inter se agitant. Nos igitur de hac controversia edocti, meliores esse judicavimus eos qui Graecam etiam linguam in sacrorum librorum lectione vo:uerunt assumere, et (uno verbo) omnem denique liuguam quam locus accommodatiorem et magis familiarem reddat auditorihus.
事實上,藉那呈到我們面前的陳情,我們得知他們中有些人單持希伯來文,並願在誦讀聖書時使用之;有些人則主張也當採用希臘文;而長久以來他們為此事彼此挑起紛爭。故此我們既受教明白此爭議,便判定那些願在誦讀聖書時也採用希臘文的人為較佳,並(一言以蔽之)凡那地方所能使聽者更為合宜熟悉的任何語言皆然。
Indeed, through the petitions which are referred to us, we have learned that some of them are held by the Hebrew tongue alone, and wish that it be used in the reading of the sacred books; while some contend that the Greek also is to be assumed; and for a long time now they have stirred up seditions among themselves about that matter. We therefore, instructed concerning this controversy, have judged those to be better who have wished to assume the Greek tongue also in the reading of the sacred books, and (in a word) every tongue at last which the locality may render more suitable and more familiar to the hearers.
74:3
Sancimusigitur ut in quibus omnino locis Hebræi sunt, Hebræis qui volunt licentia sit in eorum synagogis Greca etiam lingua, itemque patria hac forte, nempe Italica, aut quacunque alia pro loci ratione mutata liogua, sacros libros intelligentibus legere: quo magis per ipsorum lectionem intelligentibus tota dictorum series ordine manifesta sit, secundumque ea et vitam et studia sua instituant;
故此我們規定:在凡有希伯來人之處,那些願意的希伯來人當有特權,可在他們的會堂中也用希臘文誦讀聖書,同樣或許用這本土的語言,即意大利語,或按該地的情形而採用任何別的語言,由那些通曉之人誦讀:好叫藉他們的誦讀,使所言的全部脈絡,向通曉之人按次序顯明,並使他們可依此安排自己的生活與追求;
We ordain therefore that in whatsoever places there are Hebrews, those Hebrews who wish shall have license to read the sacred books in their synagogues in the Greek tongue also, and likewise perhaps in this ancestral tongue, namely the Italian, or in any other tongue changed according to the circumstance of the place, by those who understand them: that thereby, through their reading, the whole sequence of what is said may be made manifest in order to those who understand, and that according to these things they may order both their life and their pursuits;
74:4
neque facultas sit ipsorum interpretibus qui solam Hebraicam assumunt linguam ut suo arbtratu malitiose hanc tractent, vulgi ignoratia suam tegentes improbitatem, Enimvero qui Graeca lingua legunt utentur interpretatione Septuaginta, quae omnibus exactior est, et praeter caeteras multa continet occulta, præsertim vero propter id quod in iuterpretando accidiL rum cum semper bini seorsim conclusi essent, et diversis locis interpretarentur, unam tamen omoes compositionem ediderunt.
並使他們中那些單採用希伯來文的釋經者,無權按己意懷著惡意處理此事,藉平民的無知遮掩自己的奸惡。事實上,那些用希臘文誦讀的人,當採用七十士的譯本,這譯本比一切都更精確,且勝過其餘,含有許多隱奧之事,尤其因翻譯時所發生之事——既然他們素來兩兩分隔,被關在不同的地方各自翻譯,卻仍然眾人都產出同一份譯文。
and that there be no power to those interpreters of theirs who assume the Hebrew tongue alone to treat this maliciously at their own discretion, hiding their own wickedness by the ignorance of the common people. Indeed, those who read in the Greek tongue shall use the interpretation of the Seventy, which is more exact than all, and beyond the rest contains many hidden things, especially on account of that which befell in the interpreting—since, when they were always shut up two by two apart, and interpreted in diverse places, they nevertheless all put forth one composition.
74:5
Ad haec quis non illud in his viris admiretur, quod cum longo tempore salutarem apparitionem magni Dei et Servatoris noslri Jesu Christu praecesserint, tamen illam futuram quasi præsentibus cernentes oculis, prophetlica quodammodo gratia f sos circumfulgente, sacrorum illi librorum interpretationem accommodarunt? Atque hac quidem omnes praecipue utentur. Ne tamen in eam opinionem veniant, quasi caeteras interpretationes excluserim, damus illis licentiam ut etiam interpretatione Aquilæ utantur, tametsi illæ diversae nationis fuerit, et in nonnullis dictionibus nou mediocrem cum Septuaginta habeat differentiam.
加之,誰能不在這些人身上驚奇此事呢?就是他們雖在偉大的天主、我們救主耶穌基督那帶來救恩的顯現之前許久,卻彷彿以親見的眼目看那未來之事,有某種先知的恩典環照著他們,便將那些書的翻譯切合於此?這譯本眾人確當尤其採用。然而,免得他們以為我們排除了其餘的譯本,我們也准許他們可採用亞居拉的譯本,縱使他出於別國,且在某些用語上與七十士有不小的差異。
To this, who would not marvel at this in these men, that, although they preceded by a long time the saving appearance of the great God and our Savior Jesus Christ, yet, beholding that future event as it were with present eyes, with a kind of prophetic grace shining round about them, they accommodated the interpretation of those books to it? And this indeed all shall especially use. Yet, lest they come into the opinion that we have excluded the other interpretations, we give them license that they may use also the interpretation of Aquila, even though he was of a different nation, and in some expressions has no slight difference from the Seventy.
74:6
Quæ vero deuterosis, secundaria traditio ab ipsis dicitur, in universum interdicimus, ut quae sacris libris comprehensa non sit, neque desuper tradita per prophetas, sed excerpia quædam virorum contineat, qui terrena duntaxat loquantur, neque quidquam in se divini habeant nuMunis. Sed et ipsas utique sacras voces legant, cum sacros libros evolvunt; neque celantes ea qua mihi prolata sunt, extriusecus assumant nusquam scriptas vocum inanitates, ab ipsis ad perditionem simpliciorum excogitatas. Unde hac a nobis praebita licentia, neque aliquibus omnino subdentur dispendiis hi qui Græcam et al linguas assumunt, neque item ab ulto prohibebuntur.
但那被他們稱為「複誦」(deuterosis)、即次級的傳統,我們則一概禁止,因為它既不包含於聖書之中,也非藉先知由上而傳,乃含有某些只說屬地之事、其中毫無神聖默感的人的摘錄。但他們在展開聖書時,務要誦讀那些聖言本身;並不可隱藏那已宣示出來的話,也不可從外面採入那些無文字根據的空言虛詞,就是他們自己臆造、用以敗壞那些較單純之人的。由此,藉我們所賜的此特權,那些採用希臘文及其他語言的人,既不受任何損失,也照樣不被任何人禁止。
But that which is called the deuterosis, the secondary tradition by them, we forbid in general, as that which is not comprised in the sacred books, nor handed down from above through the prophets, but contains certain excerpts of men who speak only earthly things, and have in themselves nothing of divine inspiration. But let them by all means read the very sacred utterances themselves, when they unroll the sacred books; and, not concealing those things which have been brought forth to me, let them not assume from without unwritten vanities of words, devised by themselves to the perdition of the simpler folk. Whence, by this license granted by us, neither shall those who assume the Greek and other tongues be subjected to any losses whatsoever, nor likewise be prohibited by anyone.
74:7
Neque qui archipherecitæ, aut seniores interim, aut etiammagistri apud eos appellantur, licentiam habebunt ut vafris quibusdam commentis eat anathematismis id prohibeant, nisi velint corporalibus castigan poenis, atque insuper bonis spotiali, vel inviti consentire nobis, qui et praestantiora et Deo magis accepta velimus jubeamusque. Certe si quis impias et sacrilegas vocum inanitates introducere attentaverit, et vel mortuorum resurrectionem, vel judicium « tremum negare, aut affirmare quod figmentum et creatura Dei per angelos subsistat, hi volumus ut etia:n omnibus locis expellantur; neque tlm maledicam vocem emittant, qui in universum ipsa etiam cognitione Dei exciderunt.
在他們中那些被稱為「會長」(archiphericitae)的人,或暫居其位的長老,或甚至教師,也不可藉某些狡詐的詭計與咒逐之令來禁止此事,否則他們便要受肉體的刑罰,且要被剝奪財產,並要即使違其本意也順從我們,因我們所願所命的乃是更卓越、更蒙天主悅納之事。倘若有人膽敢引入那不虔褻瀆的空言虛詞,否認死人復活,或否認末後的審判,或主張〔天使乃〕天主藉天使所立的虛構與受造之物,這些人我們要將他們從各處驅逐;那些連對天主的認識本身都已全然背棄的人,不可發出如此褻瀆之言。
Nor shall those who are called among them archiphericitae, or for the present the elders, or even teachers, have license to prohibit this by certain crafty contrivances and anathematizings, unless they wish to be chastised with corporeal penalties, and moreover to be despoiled of their goods, and even unwillingly to consent to us, who will and command both the more excellent things and those more acceptable to God. Certainly if anyone shall have attempted to introduce impious and sacrilegious vanities of words, and to deny either the resurrection of the dead, or the last judgment, or to affirm that the angels are a figment and a creature of God subsisting through angels, these we will to be expelled from all places; nor let them utter so blasphemous a word, who have utterly fallen away even from the very knowledge of God.
74:8
Eos enim qai hujus generis aliquid proloqui pertentaverint omnium acertissiMis suppliciis subjiciwus, introducto per hos errore gentem Hebrærum depurgantes. In votis autem habemus ut per banc et iMam lingoam sacris libris præbentes aures, et interpretum perversitatem observent, neque solis attendant litteris, sed res etiam ipsas degustent, et sacratiores omnino semus percipiant, quo magis et quod praestantius est addiscant, et aliquando decipi atque ab eo, quod omnium praestantissimum est, nempe in Deam fiducia, aberrare desinant.
因為凡膽敢宣告此類言論的人,我們要施以一切刑罰中最嚴厲的,藉此清除這些人所引入、玷染希伯來民族的謬誤。我們在禱告中所願的,乃是他們既藉這語言和那語言側耳聽那些聖書,便也察覺釋經者的悖謬,不單注意字句,乃也親嘗事物本身,並全然領會那更聖潔的含義,好叫他們既學得那更卓越之事,便終於不再受騙,不再偏離那一切之中最卓越的,就是對天主的信靠。
For those who shall have attempted to declare anything of this kind we subject to the sharpest of all punishments, purging the Hebrew nation of the error introduced through these men. And it is in our prayers that, lending their ears to the sacred books through both this and that tongue, they may also observe the perversity of the interpreters, and not attend to the letters alone, but taste the very things themselves, and perceive the more sacred senses entirely, that thereby they may both learn what is more excellent, and at length cease to be deceived and to stray from that which is most excellent of all, namely confidence in God.
74:9
Propterea enim omnem ipsis linguam ad sacrorum librorum lectionem aperuimus, ut si omnes ordine eorum scientiam amplectantur, ad meliora perdiscenda reddantur aptiores, cum in confesso sit multo paratiorem ad meliora discernenda et capessenda esse eum qui sacrorum librorum lectione innutritus, non longe a correctione, et ut ad bonam frugem perducatur, dissidet, quam qui nihil horum intelligit, sed ex solo religionis nomine dependet, cique tanquam sacræ adhæret anchorae, et scientiam Dei putat in sola sectæ appellatione versari. Quæ igitur nobis plaCuerunt, et per hanc sacram declarantur legem, ea observabit tam gloria tua, quam cohors tibi obtemperans.
因為正為此故,我們為他們開放了一切語言,以供誦讀聖書,好叫他們若都按次序領受對聖書的認識,便可更宜於學習那較佳之事;因為公認的是:那因誦讀聖書而得餵養的人,比那一無所知、只倚仗宗教的虛名、緊抓著它如同抓著神聖的錨、並以為對天主的認識只在乎其宗派的名稱的人,遠更易於辨明並把握較佳之事,距離受糾正、被引向善果也不遠。故此凡蒙我們所喜悅、並藉此神聖律法所宣布之事,願閣下與順服你的部屬皆當遵守。
For on this account we have opened every tongue to them for the reading of the sacred books, so that, if all embrace in order the knowledge of them, they may be rendered more apt for learning the better things; since it is confessed that he is far readier for discerning and grasping the better things who has been nourished by the reading of the sacred books, and stands not far from correction and from being led to good fruit, than he who understands none of these things, but depends on the mere name of religion, and clings to it as to a sacred anchor, and thinks the knowledge of God to consist in the mere appellation of his sect. The things therefore which have pleased us, and are declared through this sacred law, both your glory and the cohort obedient to you shall observe.
74:10
Observabit autem et qui pro tempore in fastigium magistratus tui collocabitur, neque committet ut Hebræi contra haec faciant. Sed et eos qui obstiterint, et omnino prohibere attentaverint, corporalibus primum poenis subditos, ademptis etiam bonis, compellet incolere exsilium, ne quando insolentius se et temerario ausu contra Deum pariter et majestatem imperatoriam efferant. Utetur auteni et jussionibus ad provinciarum praesides, adjungens ipsis legem nostram, ut et ipsi de hoc edocti per singulas urbes hanc proponant: scituris quod necessario haec observanda sint, nostram indignatio' nem metuentibus. 那一時被立於你職任之巔的人,也當遵守此法,不可容希伯來人違背這些事而行。但對那些抗拒、並全然企圖禁阻他們的人,他當先施以肉體的刑罰,並沒收其財產,強迫其流放異地,免得他們有時更為放肆、以魯莽之膽妄行,同時抗拒天主與帝國的威嚴。他也當向各行省的省長頒發訓令,將我們的律法附上,好叫他們也既受此教導,便在各城頒布之:須知這些事必當為那些畏懼我們震怒的人所遵守。頒於二月望日,於君士坦丁堡,當我們的主查士丁尼奧古斯都任執政、由至尊貴的巴西流為執政官之年。
And he too who shall for the time be placed at the summit of your magistracy shall observe it, and shall not allow the Hebrews to act against these things. But those also who resist, and altogether attempt to prohibit them, he shall first subject to corporeal penalties, and, their goods also being taken away, compel them to inhabit exile, lest they ever, more insolently and with rash daring, lift themselves up against God alike and the imperial majesty. And he shall use mandates also to the governors of the provinces, adjoining to them our law, so that they too, being instructed about this, may set it forth through the several cities: it being known that these things must necessarily be observed by those who fear our indignation. Given on the Ides of February, at Constantinople, in the consulship of our lord Justinian Augustus, Basil the most distinguished gentleman being consul.
