The same Augustus to Mennas, Praetorian Prefect. We forbid private prisons by all means to be set up in the cities and in the villages: those who are kept therein being released from detention by the providence of the bishops of the place, most beloved of God. Given on the twelfth day before the Kalends of February, at Constantinople, in the consulship of Decius, in the year 529.
