Gregorius Victori episcopo Panormitano. Sicut Judaeis non debet esse licentia quidquam in synagogis suis ultra quam permissum est lege præsumere, ita in his quæ eis concessa sunt nullum debent præjudicium sustinere. Quae autem nobis in hac urbe Roma habitantes Hebraei pro his qui Panormi degunt, conquesti sunt, data vos ab eis petitio quae in subditis tenetur informat. Si igitur querimonia eoruio veritate fulcitur, oportet ut fraternitas vestra, legis serie diligenter inspecta, ita eis quidquid hac de re decretum est custodire debeat ac servare, ut nec ipsa aliquid injustum facere, nec illi pati præjudicium videantur.
Gregory to Victor, bishop of Palermo. Just as the Jews ought not to have license to presume anything in their synagogues beyond what is permitted by law, so in those things which have been granted to them they ought to suffer no prejudice. Now the Hebrews dwelling here in this city of Rome have made complaint to us on behalf of those who reside at Palermo, and the petition presented to us by them, contained in the appended documents, sets forth the matter. If, therefore, their grievance is upheld by the truth, it behooves your Fraternity, having diligently examined the tenor of the law, so to keep and observe toward them whatever has been decreed in this affair, that neither may you seem to do anything unjust, nor may they seem to suffer prejudice.

Si vero est aliquid quod ad restituendum ea quæ sunt postulata rationabiliter possil obsistere, judices a partibus eligantur, qui ea quæ æquitati conveniunt valeant definire. Quod si forle illic contentio ipsa finiri nequiverit, ad nos venire causam necesse est; quatenus a sine vestra invidia quæ amica justitiae visa fuerint 915 decernantur. Quousque ergo causa ipsa finem accipiat, a consecratione locorum quae ablata dicuntur fraternitas se vestra suspendat.
But if there is anything that can reasonably stand in the way of restoring what is demanded, let judges be chosen by the parties, who may be able to determine what accords with equity. And if perchance the dispute itself cannot be settled there, the case must needs come to us; so that, without any ill-will on your part, whatever things seem friendly to justice may be decided. Until, therefore, the case itself reaches its conclusion, let your Fraternity refrain from the consecration of the places which are said to have been taken away.
但若有任何理由能合理地阻礙歸還所要求之物，就讓雙方各自推選審判者，使他們能裁定合乎公義之事。倘若那爭端在當地無法了結，此案就必須呈到我們這裡；如此，在你們毫無怨懟的情況下，凡合乎公義之事都可得裁決。因此，直到此案結束為止，願你的手足之情暫緩對那些據稱被奪去之地方的祝聖。
