12:1
Tantum debet actionem populi actio transcendere præsulis, quantum distare solet a grege vita pastotis. Oportet namque ut metiri sollicite studeat quanta tenendae rectitudinis necessitate constringitur, sub cujus aestimatione populus grex vocatur. Sit ergo necesse cst cogitatione mundus, actione praecipuus, discretus iu bilentio, utilis in verbo, singulis compassione proximus, prae cunctis contemplatione suspensus, bene agentibus per humilitatem socius, contra delinquentium vitia per zelum justitiae erectus, internorum curam in exteriorum occupatione non minuens t exteriorum providentiam in internorum sollicitudine non relinquens.
So much ought the conduct of the prelate to transcend the conduct of the people, as the life of the shepherd is wont to differ from the flock. For it is needful that he study to measure carefully by how great a necessity of maintaining rectitude he is constrained, under whose estimation the people is called a flock. It is necessary therefore that he be pure in thought, foremost in action, discreet in silence, useful in speech, near to each one in compassion, before all in contemplation lifted up, an ally through humility to those who do well, erect through zeal for righteousness against the vices of offenders, not lessening the care of inward things in the occupation of outward ones, nor forsaking the provision of outward things in the solicitude for inward ones.
12:2
But these things which we have briefly touched upon in enumerating, let us set forth by unfolding them a little more amply.
