Sicut lucernæ lumen per collimitanti equæque quo lucet loca diffunditur, ita cujuslibet personæ b bonorum actuum probitas non solum quo degit, sed per tliver. Fas provincias, fana loquente, cognoscitur, ut quo. niam praesentiae nulla potest esse notitia, hoc discursus opinionis efficiat, quod rei veritas per præsentiam poterat exhibere. Didicimus enim diversos judices, qui ad ministrandam Africanam Provinciam diriguPlur, sumtna gloriam vestram familiaritate di. ligere. Just as the light of a lamp is diffused through the neighbouring places to which it shines, so the uprightness of anyone's good deeds is known not only where he dwells, but throughout diverse provinces, by the report that speaks of it; so that, since there can be no knowledge of what is present, the running course of report may accomplish what the truth of the matter could have shown through presence. For we have learned that the various judges who are directed to administer the African province love your glory with the greatest intimacy. And this would not come about unless the sincerity of your mind appeared before those same judges, so that they might dispose the administration they have undertaken by sharing in your counsel.

Et quidem maximas Deo gratias referitUus, cum tales habere proprios provincias habitatores aguoscimus qui ingenita nobilitate polleant, et potentibus viris adhaereant, provincialibusque suis ad remedium, adepta temporum opportunitate, consistant. Persolventes itaque paternæ charitati affectum e præsentium latorem, quem illuc ad ordinandas res pauperum direximus, vestræ gloriæ cornmendamus, quatenus ei in quo necesse fuerit, salva iustitia, tribuatis. Uro autem Dominum, qui vitam vestram in omni bono custodiat, actosque vestros miscricordiæ suæ dono disponat.

And indeed we render the greatest thanks to God, when we recognize that the provinces have such inhabitants of their own, who are strong in inborn nobility, who cleave to powerful men, and who stand ready for the relief of their fellow provincials whenever the opportunity of the times is seized. Rendering therefore to your fatherly charity our affection, we commend to your glory the bearer of these presents, whom we have directed thither to set in order the affairs of the poor, so that in whatever shall be needful you may grant to him, justice being preserved. And we pray the Lord, who guards your life in every good, and disposes your acts by the gift of His mercy.
