Although you do not grieve that the Church of God has for a long while now been without a pontiff, yet the care of the office we have undertaken compels us to think about its governance, and the charity of your love binds us most greatly, knowing that in its governance the welfare of your souls likewise consists. For if the shepherd's care be lacking to the flock, it easily falls into the snares of the lier-in-wait. On this account, since the Church of Saona has long been destitute of the aid of a priest, we have deemed it necessary to appoint there Martin, our brother and fellow bishop, as cardinal priest, and to enjoin upon Leo, our brother and fellow bishop, the task of its visitation.

Cui etiam in ea parochiisque ipsius presbyteros alque diacones concessimus ordinandi licentiam, eumque rebus ejus, quousqne illic fuerit, ut pruprium pontificem uti permisimus. Ideo'que scriptis præsentibus admonemus, uti praefatum visitatorem charitas vestra eum omni devotione suscipiat, eique obedientiam in iis quæ rationi conveniunt, si4 ut Ecelesiæ decet filios, exhibete, quatenus omnia quæ ad utilitatem suprascrotæ pertinere cognoscuntur Ecclesiæ, veslra valeat suffiltus devotione implere.

To him also we have granted licence to ordain presbyters and deacons in that Church and its parishes, and have permitted him to use its property as its own pontiff for as long as he shall be there. Therefore by these present writings we admonish you, that your charity may receive the aforesaid visitor with all devotion, and show him obedience in those things which accord with reason, as befits the children of the Church, so that all things which are recognized to pertain to the welfare of the above-written Church, he may, supported by your devotion, be able to carry out.
