Verse 13. — Whom has he appointed another over the earth, or whom has he set over the world which he has made? 46. He who by himself founded the world, by himself also governs it. — That is, understand: no one. For by himself he governs the world, which by himself he founded; nor does he need the aids of others to govern, who needed none to make it. But these things are gathered for this reason, that he may clearly indicate that the Almighty God, if he does not neglect to govern by himself what he created, surely governs well what he created well, because what he piously founded he does not impiously dispose; and he who took care that things not yet made should exist, does not forsake the things that have been made. Because, therefore, he is present in governing who was the author in creation, therefore he does not overlook care for us. Whence he also aptly adds:
